Post-third-sale offering under RSMo 140.250: parcels that failed to sell at three successive August tax sales may be sold by the County Collector at any time, at public or private sale, for the best price offered, with no minimum tied to the taxes owed. The buyer receives a collector's deed, and the redemption period that applies to first and second sales does not apply after a third sale (140.250.4). Purchasers must comply with the Collector's bidder requirements, including the no-delinquent-taxes affidavit and Missouri residency or a registered agent (140.190).
