Code Ann. 67-5-2501 et seq.: the Clerk and Master sells each parcel to the highest bidder; the opening bid is the delinquent taxes, interest, penalties, court costs and fees (the GovEase 'face value'). The buyer receives a redeemable deed; if the owner redeems, the buyer is repaid the purchase price plus interest at the statutory rate (Tenn. Code Ann. 67-5-2701 et seq.).
