Upset sale under the Real Estate Tax Sale Law (72 P.S. 5860.601 et seq.): the upset price is the delinquent taxes, interest, penalties and costs, and the property sells to the highest bidder at or above it. An upset sale conveys the property subject to all recorded liens, mortgages and judgments (5860.609); the buyer takes title as the county's Tax Claim Bureau deeds it, and Pennsylvania provides no right of redemption after the sale outside the few cities with their own statutes. Bidders are required to certify that they have no delinquent taxes or municipal code violations (5860.619.1).
