Oregon law (ORS Ch. 312): The county forecloses on property 3+ years delinquent, then holds it through a 2-year redemption period after judgment before taking a deed. Investors can only buy county-owned foreclosed property afterward -- there are no lien certificates and no pre-redemption sale.
