Chapter 7 tax-defaulted land sale under California Revenue and Taxation Code 3691 et seq.: after five years of default the Tax Collector sells the property at public auction to the highest bidder, with the minimum bid set at the amount needed to redeem plus costs (3698.5). The buyer receives a tax deed; the former owner's right of redemption ends at the close of business on the last business day before the sale (3707), and any excess proceeds are held for claims by parties of interest (4675).
